Core conclusion. The low-staff model is viable only if the venue is designed to remove complexity, not merely staffed less. The recommended launch specification is an all-electric, light-production café; no open cooling tower; no non-standard process discharge; segregated waste from day one; booking-linked court lighting; remotely monitored utilities; and scheduled human attendance for water hygiene, cleaning, waste, food controls and physical faults.

1. Decision summary
The environmental and local-authority layer should not be treated as a small group of licences obtained shortly before opening. It is a continuous operating system spanning the lease, fit-out, daily controls, periodic inspections, record retention and incident response. The greatest financial risks are not food registration or a council application fee. They are an inadequate electricity or water connection, an incorrect business-rates assumption, excessive conditioning of a high-bay hall, unchallenged surface-water drainage, a kitchen concept that creates avoidable extract/FOG obligations, and lease terms that transfer abnormal infrastructure costs to the tenant.

2. Cost envelope
The workbook separates core compliance setup from utility/property charges and from conditional infrastructure. This prevents a low published application fee from disguising a much larger technical risk.

The upper conditional amount is not a contingency to add automatically. It is a risk-screening envelope. The correct response is to eliminate or allocate the triggers before lease commitment.

These cases are planning tests, not quotations. Electricity uses the Department for Energy Security and Net Zero’s Q1 2026 fully delivered non-domestic averages including Climate Change Levy but excluding VAT. The model uses 300,000, 550,000 and 900,000 kWh respectively. Gas is zero, 300,000 and 600,000 kWh. The 2026–27 DESNZ average was 28.76p/kWh for the 20–499 MWh electricity band and 28.08p/kWh for the 500–1,999 MWh band.20
Business rates use illustrative rateable values of £150,000, £250,000 and £350,000 and Stoke’s 43p qualifying retail, hospitality and leisure multiplier. The actual 2026 rating-list entry and council eligibility decision are mandatory before approval. The short-lived 2026–27 Transitional Relief Supplement is set to zero in the forward opening cases; apply 1p only if Stoke confirms that the exact hereditament is liable before 31 March 2027.1416
The surface-water case uses the Severn Trent 7,500–9,999 m² site-area band, £6,346.30 for 2026–27, because the Uttoxeter benchmark site is 8,309 m². It must be replaced by the exact Trentham site area and drainage evidence.4
3. Who regulates what
Responsibility is divided between several organisations. A venue can comply with one body and still fail another requirement.

Control principle: appoint one named Compliance and Facilities Lead to own the master register. Contractors may perform tasks, but the operator retains the duty to specify, verify, record and act.
4. Food business and Environmental Health
Any operation that stores, sells or gives away food must be registered with Stoke at least 28 days before trading. Registration is free, cannot be refused and does not create an approval certificate. The council allocates the premises for inspection, which may take place after opening.1
The food offer should be fixed before MEP and kitchen design. A sealed-product/fridge offer is simplest. A light-production café adds manageable controls. A full cooked menu materially expands extraction, FOG, gas/electrical load, cleaning, allergen, staffing and waste requirements.

The FSA requires adequate food-safety procedures based on HACCP principles and allergen information for the 14 regulated allergens. Food prepacked for direct sale must display the product name and full ingredients list with allergens emphasised.2
The planning allowance is £3,700 base setup and £1,750 base recurring for the core food/Environmental Health layer. It excludes kitchen capital equipment and café payroll. Stoke’s current discretionary charges include £214 for a requested FHRS reinspection and £153 plus VAT for its “Aim for 5” package.1
4.1 Recommended launch menu boundary
The launch specification should permit coffee, tea, sealed drinks, packaged sports nutrition, reheated supplier-controlled items, cold assembly and a small number of documented recipes. It should prohibit deep frying, complex raw-protein preparation and grease-intensive production until operating data demonstrates that the revenue justifies the extra plant and staffing.
A normal café/bar discharge is not automatically “trade effluent”. Severn Trent expressly distinguishes ordinary hospitality wastewater from industrial/process trade effluent. Fats, oils and grease are nevertheless controlled under sewer-protection duties, so plate scraping, strainers, secure oil storage and correctly maintained grease equipment remain necessary.6
5. Water, drainage and Legionella
Water is a lease-diligence issue before it is an operating bill. The venue requires showers, WCs, cleaning, café appliances and potentially cooling/heating plant. The operator must establish the existing meter, meter size, licensed retailer, consumption history, leak history, connection capacity, foul route, surface-water route, site-area band and any common-area allocation.

The connection application fees are not the installed cost. The workbook screens £5,000–£100,000 for a large-diameter water upgrade and £5,000–£75,000 for sewer works, with a separate allowance for loading-based infrastructure charges. Those risks should be resolved by formal capacity responses and allocated in the agreement for lease.5
5.2 Water Fittings Regulations
Owners, occupiers, designers and installers have duties under the Water Supply (Water Fittings) Regulations. Some work requires advance notification. Severn Trent uses risk-based inspections of commercial and sports premises; the initial inspection is free, but rectification remains the occupier’s cost. Backflow protection must reflect the fluid-category risk.7
The design pack should contain a water-services schematic, product approvals, pipe identification, commissioning data, isolation schedule and a register of backflow devices. Use a WaterSafe-approved contractor for the regulated plumbing works.
5.3 Legionella control
The venue’s showers, hot-water system and low-use outlets create a foreseeable Legionella risk. The dutyholder must appoint a competent responsible person, obtain a suitable risk assessment and implement a written control scheme. Contracting the work out does not transfer the operator’s ultimate responsibility.8

Remote temperature sensors and leak alarms can improve evidence, but they cannot descale a shower, inspect a tank, flush a dead leg or investigate a control failure. The base compliance allowance is £9,831 setup and £3,100 annual, excluding consumption charges and abnormal connection works.8
5.4 Surface-water opportunity
A large surfaced site can carry a substantial annual drainage charge even when potable-water use is modest. Before lease, obtain drainage drawings, dye/CCTV evidence where necessary and previous bills. If no surface water reaches the public sewer, the charge can be removed. A qualifying SuDS arrangement can also reduce the charge, subject to evidence and maintenance.4
6. Waste and recycling
The operator must use an authorised commercial-waste service, apply the waste hierarchy, describe waste accurately, check the carrier and destination, and retain waste-transfer records. Household bins and household recycling centres are not a lawful substitute for a business contract.10
From 31 March 2027, all workplaces in England must separate food waste, dry recyclable materials and residual waste under Simpler Recycling. The proposed venue should therefore be designed to the 2027 standard from opening, irrespective of the exact launch date.11

The base allowance is £7,600 setup and £11,100 recurring compliance/contract costs, while the annual utility scenario separately carries a whole-contract waste allowance of £3,000/£6,000/£10,000. The two figures are not intended to be added without checking overlap.
Business storage of 201 litres or more of oil is subject to specific design and secondary-containment rules, including vegetable and waste cooking oil. The final café concept should keep oil volumes low and use compliant indoor or bunded storage.13
7. Energy, building services and business rates
7.1 Electricity is the dominant controllable cost
Court lighting must operate only for booked play plus safe arrival/exit periods. The controls should link booking state to court lighting while preserving local emergency and maintenance overrides. HVAC should be zoned so the café, changing rooms, offices and court hall are not treated as one thermal volume.
The electrical capacity study must include courts, emergency lighting, HVAC, hot water, kitchen, vending/lockers, access/CCTV/network equipment, EV charging and planned expansion. A DNO service/substation upgrade is screened at £10,000–£300,000 because it is site-specific. It should not sit in an ordinary tenant contingency; it is a lease condition precedent or landlord-funded work.
7.2 Building-energy obligations
A valid commercial EPC and the lease allocation of energy-improvement works must be checked before commitment. A large building visited by the public may need to display an existing EPC where the statutory conditions apply.17
Air-conditioning systems with a combined effective rated output over 12 kW require a TM44 inspection at least every five years. If the person controlling the system changes and no report is handed over, a new inspection is required within three months.18
F-gas equipment requires certified work, a refrigerant/asset register, threshold-based leak checks, repair and verification records. Relevant records are retained for five years. The design should favour low-GWP equipment and minimise separate refrigerant circuits.19
A fully conditioned high-bay court hall should be treated as a commercial decision, not a default design assumption. The annual model increases from approximately £168,000 lean to £469,000 conditioned/staffed across energy, water, waste and rates.
7.3 Business rates
The proposed leisure use should be tested against the 2026 qualifying retail, hospitality and leisure criteria. Stoke publishes a 43p multiplier for qualifying properties with a rateable value from £51,000 to £499,999. The council makes the eligibility decision on the actual hereditament.14
Before lease, obtain:
- the exact 2026-list rateable value and summary valuation;
- any proposal, appeal, split or merger history;
- the current bill and relief calculation;
- Stoke’s written view on the RHL multiplier;
- the fit-out/vacancy treatment and occupation date;
- any BID levy; and
- the lease allocation for rate changes caused by landlord works or subdivision.
The model does not assume a rates holiday. If the rating assessment is uncertain, commission a regulated rating review before the investment decision.
8. Health, safety and local environmental controls
Stoke Environmental Health is likely to enforce workplace health and safety for the mixed leisure/hospitality operation, although allocation can depend on the principal activity. The operator needs a written health-and-safety policy at five or more employees, suitable risk assessments, first-aid provision, COSHH controls, incident records and a RIDDOR process.2123
The low-staff concept must cover at least the following hazards:

First-aid automation is not possible. A camera can identify an event and a remote operator can call 999, but it cannot deliver CPR, use an AED or control bleeding. The operating model must ensure competent physical cover during higher-risk sessions and define the residual risk during permitted low-staff periods.
8.1 Noise, odour and artificial light
Councils must investigate potential statutory nuisance from noise, smell, smoke, artificial light, insects and accumulations. An abatement notice can restrict an activity or operating time, require works and expose the operator to prosecution for non-compliance.24
The commissioning plan should therefore test court impacts, music, HVAC/extract, loading, car-park behaviour, alarms and external lighting at the relevant receptors. Keep a complaint log with time, source, evidence, action and closure. Acoustic attenuation and locked limiters should be specified before opening if the planning/noise assessment requires them.
Audible intruder alarms require a physical keyholder response. Stoke’s 2026–27 charge is £104 where an electrician alone disables a malfunctioning alarm and £207.50 where an electrician and joiner are required. Remote reset is useful but does not remove the need for a local keyholder or security response.1
8.2 Conditional systems to design out
Open cooling towers or evaporative condensers must be notified to the council and carry substantial water-treatment and inspection duties. A closed alternative is preferred for this venue.28
Qualifying pressure systems require known safe operating limits, a written scheme of examination before operation and examinations under that scheme. This can apply to compressed air or certain boilers/vessels.27
Environmental permits are not required merely because the operation is commercial. A normal padel/café concept should be screened and recorded as outside listed activities. If a prescribed process is introduced, Stoke’s 2026–27 standard Part B application fee is £1,650 with annual subsistence from £772 to £1,747 by risk; a Part A2 application is £3,363.25
The whole premises must be smoke-free indoors, display no-smoking signs and prevent smoking in enclosed work areas. The operator sets its own e-cigarette policy.26

The venue should have a contracted response ladder: remote operator, on-call manager, local security/keyholder, specialist engineer and emergency services. The SLA must state which faults close a court, close a zone or close the whole premises.
10. Lease conditions precedent and landlord enquiries
No lease should become unconditional until the following have been resolved to the board’s satisfaction:

The lease should also define ownership of meters, drainage, grease equipment, HVAC, fire systems, shutters/doors, roof penetrations, pest proofing, bin store, external lighting, substation, connection deposits and reinstatement.

No-go rule: the venue does not open because a target date has arrived. It opens only when the life-safety, water, food, waste, utility, licensing and building-control gates are evidenced as closed.
12. Recommended commercial position
The preferred model is the hybrid base case, but the design team should target the lean energy profile. Staff are then deployed to revenue, safeguarding and physical controls rather than sitting at a reception desk merely to unlock doors.
The first operating year should carry:
- a £57,000 core compliance setup allowance;
- a £40,000 recurring compliance allowance, reconciled against overlapping service contracts;
- a £303,000 hybrid annual utility/water/waste/rates planning case until the final site and MEP model replace it;
- a separately governed abnormal-infrastructure risk register; and
- board approval for any kitchen or HVAC scope that moves the project towards the conditioned/staffed case.
This position is intentionally conservative. The investment decision should improve as site-specific evidence replaces ranges, not deteriorate because omitted obligations emerge during fit-out.
